PROJECT DESCRIPTION: Though Don Olson, AIA (now Sr. Vice President of WHJ) had led the master planning and the first two phases of construction of Collin County Jail while with another firm, WHJ, led by Jim Wiginton, AIA, was retained to re-Master Plan the Collin County Jail and to develop a new cluster concept for direct supervision. Project includes an addition of 68,000 square feet and the renovation of 3,266 square-feet. The new plan expands the existing facility to approximately 1,100 inmates. The plan utilizes a new cluster design for 288 inmates each. The design provides for flexibility in classification and type of facilities from minimum security dorms to maximum security double cells while maintaining a consistent bed count of 288.
